Which Korean business holidays actually stop work?
Two do, decisively: Seollal (Lunar New Year) and Chuseok (the autumn harvest holiday). Each is a three-day statutory block, and because Koreans travel to their hometowns, the practical shutdown runs wider than the legal one.
The fixed-date holidays are New Year’s Day, Independence Movement Day on March 1, Children’s Day on May 5, Memorial Day on June 6, Liberation Day on August 15, National Foundation Day on October 3, Hangeul Day on October 9, and Christmas. Buddha’s Birthday moves with the lunar calendar. Nationwide election days are also statutory public holidays, which is why 2026 included Wednesday June 3 for the local elections, and they generate no substitute day of their own. Constitution Day on July 17 returned to the public holiday list in 2026 for the first time in eighteen years, under an amendment to the Public Holidays Act passed in January 2026 and effective from May 11, 2026 (Korean Ministry of Foreign Affairs notice, 2026). The government’s 2026 calendar guidance, published before the amendments, counted 118 non-working days. With Constitution Day and Workers’ Day both added during the year, 2026 carries 120.
May 1 changed in 2026. Workers’ Day was a paid day off under the Labor Standards Act rather than a public holiday, so private employers and banks closed while public agencies stayed open. A follow-on amendment to the Regulations on Public Holidays for Government Offices, promulgated in April 2026 under the Public Holidays Act, made it a statutory public holiday from May 1, 2026, covering civil servants and teachers for the first time and bringing it inside the substitute holiday system. A separate amendment renamed the holiday on the same date from geunroja-ui nal to nodongjeol, rendered in English as Labour Day.
Korea also runs a substitute holiday system: when an eligible holiday falls on a Saturday or Sunday, the next working day becomes a day off. Every fixed-date holiday plus Buddha’s Birthday qualifies for Saturday and Sunday substitution, except New Year’s Day and Memorial Day, which are excluded entirely. Seollal and Chuseok days get a substitute only where they overlap a Sunday or another public holiday.
When do Seollal and Chuseok fall in 2026 and 2027?
In 2026, Seollal runs Monday February 16 to Wednesday February 18, with Seollal itself on Tuesday February 17. Chuseok runs Thursday September 24 to Saturday September 26, with Chuseok on Friday September 25. Because the overlap falls on a Saturday rather than a Sunday, there is no substitute Monday on September 28.
In 2027, Seollal runs Saturday February 6 to Monday February 8, with Seollal on Sunday February 7. The Sunday overlap triggers a substitute on Tuesday February 9, producing a continuous four-day close from February 6 through February 9. Chuseok 2027 runs Tuesday September 14 to Thursday September 16, with Chuseok on Wednesday September 15.
The rest of 2026 produces substitute Mondays on March 2, May 25, August 17, and October 5, the May 25 one following Buddha’s Birthday on Sunday May 24. Memorial Day on Saturday June 6 produces nothing. Constitution Day on Friday July 17, Hangeul Day on Friday October 9, and Christmas on Friday December 25 each create a three-day weekend. Applying the same rule to 2027 puts substitute days on February 9, May 3, July 19, August 16, October 4, October 11, and December 27, with Buddha’s Birthday on Thursday May 13. How does Korea’s fiscal and legislative calendar shape deal timing?
Most Korean companies run a December 31 fiscal year, and the deadlines that follow compress the first quarter. Corporate income tax returns are due within three months of fiscal year end, so a calendar-year company files by March 31, and local income tax returns within four months, according to the KOTRA and InvestKOREA guide Taxation in Korea (2025). Annual shareholder meetings cluster in the second half of March. Finance and legal teams at your Korean counterpart are unavailable for anything discretionary from late February through the end of March.
The public sector is stricter. The government submits its budget bill by September 3, 120 days before the fiscal year starts, under Article 33 of the National Finance Act, and the Assembly must decide thirty days before the year begins, fixing the statutory deadline at December 2. The Assembly passed a 727.9 trillion won 2026 budget, roughly 8 percent above 2025, on that deadline in December 2025 (Korea.net, 2025). If your Korea plan depends on a government program, a national R&D line, or a public procurement budget, the money is decided in the autumn and spent the following year, so arriving in March to discuss this year’s funding is late.
October adds a second lock. The National Assembly’s annual audit of government agencies runs from October 6 to October 27 in 2026, three weeks inside the regular session that opened on September 1 (Kyeonggi Newspaper, 2026). Ministries, public institutions, and state-linked enterprises put almost everything else down, and executives at listed companies are called as witnesses, so private-sector calendars absorb the same drag.

When does Korea hire, and what does that do to your entity plan?
Korean corporate hiring still clusters into two seasons, spring from roughly March through June and autumn from roughly September through November, with the conglomerates rolling out their recruitment drives in September (The Korea Times, September 2025). Samsung is now the only major Korean group still running full-scale open recruitment, known as gongchae, with spring applications in March and an autumn round in September (Asia Economy, 2026). Hyundai Motor Group ended its regular cycle in 2019 and LG moved to year-round hiring from 2020, with Lotte, KT and SK following by 2022 (Hankook Ilbo, 2021). The rest hire sujik chaeyong, on demand against specific job requisitions.
Senior hiring still runs on a clock. Korean groups announce executive appointments and organizational changes at the end of the year, and Samsung Electronics made its annual announcement in late November 2025 (KED Global, 2025). A country manager search opened in October stalls until the reshuffle lands; the same search opened in January closes faster.
For a foreign employer the practical effect is that junior hiring is no longer clock-driven while senior hiring is, so sequence incorporation, banking, and first hires to land your offer in December or January, or in the second quarter. Do Korean factories and semiconductor fabs shut down for holidays?
Assembly plants and general manufacturing do. Semiconductor fabs do not, because the tools cannot be cold-started economically and process stability depends on continuous operation.
The summer shutdown is the part most foreign teams underestimate. Koreans call the window chilmal-palcho, end of July into early August. The Korea Enterprises Federation’s 2026 summer vacation survey of 674 companies with five or more employees found 88.6 percent running a summer vacation program, averaging 3.8 days, with 65.5 percent of firms of 300 or more employees taking five days or more, and 69.7 percent of manufacturers using a concentrated shutdown of about one week, most commonly in early August.
For an equipment or materials supplier, factory acceptance tests, installation windows, and site surveys need to be booked around the last week of July and the first two weeks of August. Fab-side work has more freedom, but Korean engineering staff still take leave and approval chains slow even when the line keeps running. Customs and cash back up around the lunar blocks too: the Korea Customs Service runs round-the-clock clearance teams through Seollal and Chuseok but gives priority to holiday foodstuffs and urgent raw materials (Korea Customs Service, 2025), so routine equipment shipments queue behind them and behind the bonded warehouse congestion that builds while plants are closed. Banks close for the full block, stopping won settlement, letter of credit negotiation, and outbound wires, so date payment milestones and letter of credit expiries before a lunar holiday rather than through it. When should a foreign brand launch campaigns around Korean holidays?
Earlier than head office expects. The commercial season around Seollal and Chuseok is a gifting season, and the buying happens weeks before the holiday. Lotte Department Store ran its Chuseok gift set preorders from August 14 through September 3, 2026, ahead of a September 25 holiday (Newspim, 2026).
The operating rule: consumer campaigns need to be live four to six weeks before the holiday, with assets approved a month before that. B2B runs the opposite way. What does a foreign head office consistently get wrong?
Three things, in my experience running cross-border programs from Korea.
It reads a global holiday calendar and stops there. The substitute rule and the two 2026 additions sit outside standard HR calendar tools, and both have cost foreign teams a wasted flight.
It sets Korean targets against a headquarters quarter. Q1 in Korea is compressed by Seollal and by tax and shareholder season; Q3 by summer shutdowns and Chuseok. A flat quarterly target produces two quarters that look like underperformance and two that look like heroics.
