The Yongin semiconductor cluster is two separate projects on two sites inside one city. SK hynix is building a four-fab memory complex in Wonsam-myeon. Samsung is building six system semiconductor fabs, foundry and logic rather than memory, in Idong-eup and Namsa-eup. All three administrative units sit in Cheoin-gu. Different owners, legal designations, schedules and buyers.

Both sit at the center of the next decade of Korea’s semiconductor industry. This piece covers what is built, what is still a target, where the buying decisions sit, and how to time against it.

What Is the Yongin Semiconductor Cluster?

Two legally distinct developments, both in Gyeonggi. The first is the Yongin Semiconductor Cluster General Industrial Complex in Wonsam-myeon, Cheoin-gu, known in Korea as the yongin bandoche keulleoseuteo (Yongin semiconductor cluster). InvestKOREA put the site at 4.16 million square meters in its May 2025 profile and carried SK hynix investment of roughly 120 trillion won across four fabs, the plan of record from February 2019 until late 2025, now superseded.

The second is the Yongin Advanced System Semiconductor National Industrial Complex in Idong-eup and Namsa-eup, called the Idong-Namsa complex in Korea, Idong first. The Ministry of Land, Infrastructure and Transport designated it on 26 December 2024, three months ahead of schedule, per The Korea Times, covering 7.28 million square meters, six Samsung system semiconductor fabs, up to 360 trillion won in private investment and three power plants. Yongin City’s own figure, which adds the corporate relocation land, is 7,773,656 square meters, about 2.35 million pyeong, per Asia Economy in December 2025. Tenancy counts vary by scope: over 60 materials, parts and equipment SMEs at designation, around 150 including design firms in Yongin City’s own December 2024 plan.

The distinction matters: central government drives the national complex, pulling permitting, land acquisition and trunk infrastructure onto the state’s books and political timeline, while the general complex leaves more of that load with SK hynix.

What Is SK hynix Building in Wonsam?

Four memory fabs, with the first, Y1, targeting its first cleanroom in February 2027. This is the site physically built today.

SK hynix announced the site in February 2019. SK ecoplant began site development in January 2022, per Kyeongin Ilbo, and fab building construction started in late February 2025 after Yongin City approved 19 buildings, per The Korea Herald in February 2025. Six years separated the announcement from vertical fab construction.

The mechanism matters, because Idong-Namsa faces the same list. The Han River Basin Environmental Office under the Ministry of Environment returned the 2019 environmental impact assessment over wastewater objections from neighboring Anseong. Industrial water had to be piped roughly 36.8 kilometers from the Yeoju weir on the Namhan River, because draw around Paldang is constrained by nature conservation rules. Transmission line routing drew local objection. Land acquisition ran on its own clock. Namsa carries all four.

The pace has since changed. Yongin City reported land development at 91 percent by the end of July 2026, with complex completion in 2027, per its August 2026 briefing carried by Asia Economy. Y1’s budget grew in two tranches, 9.4 trillion won in July 2024 and 21.6 trillion won on 25 February 2026, reaching roughly 31 trillion won, per The Korea Herald. The first cleanroom moved forward from May 2027 to February 2027, and TrendForce reported in July 2026 that equipment orders had begun for about 20,000 wafers per month.

The investment figure changed in the same window. In November 2025 SK hynix was reported to have raised its Yongin estimate to roughly 600 trillion won, per TrendForce. BusinessKorea reported in December 2025 that the driver was a planning change: Yongin City raised the industrial floor area ratio from 350 percent to 490 percent, expanding cleanroom area by more than half and pulling equipment spending with it. On 29 June 2026 SK hynix set out a 1,100 trillion won program across three sites, 600 trillion for Yongin, 100 trillion for Cheongju and 400 trillion for a new southwest cluster, and pulled full four-fab completion at Yongin from 2045 to 2033, per The Elec.

Y2 is funded. The board approved 54 trillion won on 7 August 2026, 35.2 trillion for Yongin Y2 and 19.1 trillion for Cheongju M17, per The Korea Herald. Y2 construction starts July 2027, first cleanroom June 2029. InvestKOREA’s May 2025 profile listed 32 firms that had settled relocation terms with the city, inside a collaboration zone SK hynix says will hold more than 50 partners.

What Is Samsung Building in Namsa?

Six system semiconductor fabs, meaning foundry and logic rather than memory, with construction not yet started as of September 2026. The complex’s own name carries the specification. Logic changes the tool set, the materials, the process flow and the buying organization relative to the memory fabs at Wonsam. A supplier qualified into SK hynix arrives at Idong-Namsa unqualified.

At designation in December 2024, construction was to begin in December 2026, pulled forward from an original June 2030 start, with the first fab operating in 2030. Financial News reported in July 2026 that Samsung now targets 2029, one to two years earlier than the previous 2030 to 2031 window. Yongin City’s August 2026 briefing matched that shape: site development from the second half of 2026, first-phase groundbreaking in the second half of 2027.

Land compensation is the gating item. LH, the Korea Land and Housing Corporation, signed land purchase contracts with Samsung on 19 December 2025 and opened compensation talks with landowners three days later. In May 2026 five Yongin civic groups put compensation at roughly 47 percent by value and 42 percent by area, while objecting to a one-month suspension of the transmission line site selection committee. The 2029 target is credible. It also depends on land compensation and grid decisions that are unfinished, and neither is inside Samsung’s control.

Can the Power and Water Arrive on Time?

The schedules have been accelerated, remain targets, and are set outside the two chipmakers.

On power, the Seoul Economic Daily reported in July 2026 that the government moved final delivery to the national complex forward to 2042 from 2053, in three phases: LNG generation and line reinforcement to 2030, existing-line expansion to 2036, then links to Yeongdong and central generation. For the general complex it gave supply from 2027, a heat and power plant by 2029, and lines in 2031 and 2032.

Who sets those dates matters as much. National transmission capacity is fixed by the Basic Plan for Long-term Electricity Supply and Demand, issued by the central energy ministry roughly every two years, with the twelfth edition covering 2026 to 2040 in preparation since November 2025. KEPCO builds the lines, including the west coast HVDC corridor of about 620 kilometers and 8 gigawatts. Routes are set locally by transmission line site selection committees, where the Yongin objections land. On 29 January 2026 the National Assembly passed the Special Act on semiconductor industry competitiveness, giving legal basis for cluster power, water and road support and faster approvals; the proposed 52-hour workweek exemption for R&D staff was stripped from it and remains in debate.

On water, the same July 2026 report put stage one at 310,000 tons per day, pulled forward from January 2031 to May 2029, and stage two at 760,000 tons per day by July 2034. Ultrapure water, gas, chemical delivery, abatement and power distribution inside the fab are contracted years before that trunk infrastructure is finished, and specification is where a facility-systems vendor gets written in or left out.

Where Do the Procurement Decisions Actually Sit?

Three places: fab owner procurement, the EPC and facility-systems layer, and Yongin City. Only the first two issue purchase orders.

Fab owner procurement for process equipment and materials runs from corporate organizations, not the construction site, centered on Icheon for SK hynix and on Hwaseong and Suwon for Samsung. The two differ in affiliate structure and payment norms, compared in Samsung vs SK hynix suppliers. Nothing ships in volume until it clears qualification, commonly 12 to 18 months, as set out in the Korea semiconductor market access guide.

The EPC and facility-systems layer is second. Korean engineering and construction firms and their integrators specify and buy cleanroom, ultrapure water, gas, chemical and abatement equipment during design. That window closes before tool-in, and its approvers sit outside fab procurement.

Yongin City is third, controlling land, tenancy and ecosystem programs. Applied Materials signed an agreement with the city on 6 July 2026 for a 13,305 square meter field office in the Wonsam complex, per Asia Economy, completing the set: ASML, Lam Research, Tokyo Electron and Applied Materials all hold a Yongin presence. The city is also a partner in Trinity Fab, a shared mini-fab where materials, parts and equipment companies run prototypes on 12-inch wafers. Korean reporting describes about 40 process and metrology tools in a cleanroom of roughly 1,000 pyeong, funded by the central government, Gyeonggi Province, Yongin City and SK hynix at a total near 1 trillion won, SK hynix contributing about 860 billion won, targeted to run from May 2027, per Sisa Journal-e in September 2025 and Seoul Economic Daily in March 2026. Asia Economy’s English edition says over 50.

Searching for this in English misses most of it. The handles that return LH compensation notices, committee minutes and city tender pages are romanized Korean: yongin bandoche keulleoseuteo for the SK hynix complex, Wonsam-myeon for its location, Idong-Namsa for the Samsung complex, and sobujang for the materials, parts and equipment category Korean support programs are written around.

How Should a Foreign Supplier Time a Yongin Sales Plan?

Work backward from cleanroom dates rather than groundbreaking dates.

For Y1, the February 2027 cleanroom means the initial tool set is ordered; the live decisions are the later phases inside the same shell. For Y2, with construction from July 2027 and a cleanroom in June 2029, facility-system specification and long-lead discussion run now through 2027. For Idong-Namsa and its 2029 target, specification lands across 2027 and 2028. Market sizing sits in the Korea semiconductor equipment market breakdown. The addressable moment is the construction wave; the ramp arrives after vendor lists are set.

Schedule tolerance has to run in both directions now. Yongin produced a six-year gap between announcement and vertical construction, so forecasts that assume published dates hold are fragile. Through 2026, every material revision moved the other way: Y1’s cleanroom forward three months, Y2 funded, Samsung compressed to 2029, power pulled from 2053 to 2042, four-fab completion pulled from 2045 to 2033. Against a 2033 four-fab build, a 12 to 18 month qualification cycle has no slack left. The expensive mistake in 2026 is arriving late to a compressed schedule rather than early to a slipped one. A qualified relationship with fab procurement and a named EPC contractor survives movement either way.

Do I need a physical presence in Yongin to sell there? A Korean presence matters more than a Yongin address. Procurement teams look for a local entity or committed partner, Korean-language documentation and a service organization that can reach a fab quickly. ASML, Lam Research, Tokyo Electron and Applied Materials have all taken Yongin positions, reflecting service proximity rather than a market access requirement.

Where to Take This

Yongin gives foreign suppliers a decade of capacity investment with published milestones on two sites, with the procurement layers visible. The risk is reading a press release date as a purchase order date. The opportunity is qualifying before vendor lists close on the fabs after Y1.
